سنن ابوداؤد

انصار کا ایک لشکر اپنے امیر کے ساتھ سر زمین فارس میں تھا اور عمر رضی اللہ عنہ ہر سال لشکر تبدیل کر دیا کرتے تھے، لیکن عمر رضی اللہ عنہ کو ( خیال نہیں رہا ) دوسرے کام میں مشغول ہو گئے جب میعاد پوری ہو گئی تو اس لشکر کے لوگ لوٹ آئے تو وہ ان پر برہم ہوئے اور ان کو دھمکایا جب کہ وہ لوگ رسول اللہ صلی اللہ علیہ وسلم کے صحابہ تھے، تو وہ کہنے لگے: عمر! آپ ہم سے غافل ہو گئے، اور آپ نے وہ قاعدہ چھوڑ دیا جس پر عمل کرنے کا رسول اللہ صلی اللہ علیہ وسلم نے حکم دیا تھا کہ ایک کے بعد ایک لشکر بھیجنا تاکہ پہلا لشکر لوٹ آئے اور اس کی جگہ وہاں دوسرا لشکر رہے۔

Narrated Abdullah bin Kab bin Malik al-Ansari: An expedition of the Ansar was operating in Persia with their leader. Umar used to send expeditions by turns every year, but he neglected them. When the expired, the people of expedition appointed on the frontier came back. He (Umar) took serious action against them and threatened them, though they were the Companions of the Messenger of Allah صلی ‌اللہ ‌علیہ ‌وسلم. They said: Umar you neglected us, and abandoned the practice for which the Messenger of Allah صلی ‌اللہ ‌علیہ ‌وسلم commanded to send the detachments by turns.

عمر بن عبدالعزیز نے لکھا کہ جو کوئی شخص پوچھے کہ مال فیٔ کہاں کہاں صرف کرنا چاہیئے تو اسے بتایا جائے کہ جہاں جہاں عمر بن خطاب رضی اللہ عنہ نے حکم دیا ہے وہیں خرچ کیا جائے گا، عمر رضی اللہ عنہ کے حکم کو مسلمانوں نے انصاف کے موافق اور نبی اکرم صلی اللہ علیہ وسلم کے قول: «جعل الله الحق على لسان عمر وقلبه» ( اللہ نے عمر کی زبان اور دل پر حق کو جاری کر دیا ہے ) کا مصداق جانا، انہوں نے مسلمانوں کے لیے عطیے مقرر کئے اور دیگر ادیان والوں سے جزیہ لینے کے عوض ان کے امان اور حفاظت کی ذمہ داری لی، اور جزیہ میں نہ خمس ( پانچواں حصہ ) مقرر کیا اور نہ ہی اسے مال غنیمت سمجھا۔

Narrated Umar ibn al-Khattab: A son of Adi ibn Adi al-Kindi said that Umar ibn Abdul Aziz wrote (to his governors): If anyone asks about the places where spoils (fay) should be spent, that should be done in accordance with the decision made by Umar ibn al-Khattab (Allah be pleased with him). The believers considered him to be just, according to the saying of the Prophet صلی ‌اللہ ‌علیہ ‌وسلم: Allah has placed truth upon Umar's tongue and heart. He fixed stipends for Muslims, and provided protection for the people of other religions by levying jizyah (poll-tax) on them, deducting no fifth from it, nor taking it as booty.

میں نے رسول اللہ صلی اللہ علیہ وسلم کو فرماتے سنا: اللہ نے عمر کی زبان پر حق رکھ دیا ہے وہ ( جب بولتے ہیں ) حق ہی بولتے ہیں ۔

Narrated Abu Dharr: I heard the Messenger of Allah صلی ‌اللہ ‌علیہ ‌وسلم say: Allah, the Exalted, has placed truth on Umar's tongue and he speaks it.
